This drive time study was conducted by CDS Market Research between April 29 and May 28, 1999, during morning commuter rush hour. Drives were started at 6:30 a.m. and driven on non-holiday weekdays. Drivers generally drove at the legal speed limit, except where conditions prohibited it. HOV lanes and all toll roads were generally not used, except for the Hardy Toll Road as indicated. No drives were conducted on days with serious inclement weather conditions. 7/99
